New Britain Man Sentenced To Federal Prison For Child Pornography

NEW HAVEN, CT.- On Wednesday, September 25, 2024, Luis A. Rosado, 31, of New Britain, Connecticut, appeared in U.S. District Court for the District of Connecticut and was sentenced by U.S. District Court Judge Victor A. Bolden to 24 months in federal prison, followed by five years of supervised release for Possession of Child Pornography.

     According to U.S. Attorney Vanessa Roberts Avery, Rosado, who resided in Manchester when the offense was committed, was taken into custody on October 6, 2022. On February 5, 2024, Rosado appeared in U.S. District Court and pleaded guilty to Possession of Child Sexual Abuse Material.

Rosado Released On Bond Following Arrest

     Following his initial arrest, Rosado was released on a $100,000 bond. Following Wednesday’s sentencing, He is scheduled to surrender to the U.S. Bureau of Prisons on December 4, 2024.

     According to documents filed with the District Court, in May and June 2022, the National Center for Missing and Exploited Children received two Cyber Tips from the Kik Messenger Application that two separate Kik Messenger accounts had been used to upload digital video files depicting nude and or sexually explicit children.

Investigators Identify Suspect

     A subsequent investigation by members of the U.S. Department of Homeland Security Investigations, the Connecticut State Police, and the Manchester Police Department were able to identify and trace the two Kik Messenger accounts to Rosado and further determined that, between April and June 2022, Rosado utilized the accounts to upload and distribute 104 digital video files depicting the sexual abuse of children, including prepubescent children.

     This case was investigated as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the U.S. Department of Justice to combat the growing epidemic of sexual exploitation and abuse of children.
