Centre County Man Indicted For Production Of Child Pornography

SCRANTON, PA.- On Tuesday, November 5, 2024, a Federal Grand Jury for the Middle District of Pennsylvania returned an indictment against William S. Welsh, 28, of State College, Pennsylvania, on the charges of Production of Child Pornography; and Possession of Child Pornography.
According to U.S. Attorney Gerard M. Karam, the indictment alleges that on January 15, 2023, Welsh employed a minor victim to engage in sexually explicit conduct for the purpose of producing child pornography.
The indictment also alleges that beginning on December 29, 2021, and lasting through April 4, 2024, Welsh utilized the internet to view, download, and possess digital images depicting nude and sexually explicit prepubescent and pubescent children.
The indictment was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the U.S. Department of Justice to combat the growing epidemic of child sexual exploitation and abuse.
