Syracuse Man Pleads Guilty To Federal Child Pornography Offenses

SYRACUSE, NY.- On Friday, December 20, 2024, David Hullihen, 40, of Syracuse, New York, and a twice-convicted registered sex offender, appeared in the U.S. District Court for the Northern District of New York and pleaded guilty before Chief U.S. District Court Judge Brenda K. Sannes to Distribution of Child Pornography; and Possession of Child Pornography.

     On Friday, during his plea allocution, Hullihen admitted that he sent video files depicting the sexual exploitation and abuse of prepubescent and pubescent children to another person over the online application “Wire.” Hullihen further admitted that at the time of his arrest, he possessed digital images and video files depicting child pornography on his cellular phone.

Hullihen Is A Register Sex Offender

     Hullihen is a registered sex offender in New York State and has two prior New York State convictions for child pornography offenses.

     Sentencing has been scheduled for April 23, 2024. At that time, Hullihen faces a mandatory minimum of fifteen years and up to 40 years in federal prison. However, if Judge Sannes accepts the terms of the plea agreement, the U.S. Attorney’s Office will recommend that Hullihen be sentenced to 235 months in federal prison, five years of supervised release, restitution to his identified victims, and a $250,000 fine.

     U.S. Attorney Carla B. Freedman commended the investigative work of the Federal Bureau of Investigation’s Human Trafficking Task Force, the Tiffin, Ohio Police Department, the Syracuse Police Department, and the New York State Police.

     The investigation and case were brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the U.S. Department of Justice to combat the growing epidemic of child sexual exploitation and abuse.
