Atlantic County Prosecutor’s Office Continued Commitment In Holding Public Officials Accountable

MAYS LANDING, NJ.- The Atlantic County Prosecutor’s Office, in cooperation with local law enforcement agencies, investigated and charged numerous individuals for offenses committed while holding public office or serving in a position of community trust.
The residents of Atlantic County trust that those who are in these positions will serve honorably. We are incredibly fortunate that most do. However, when someone serving in such a position falls short of their oath, it is necessary they be held accountable for their actions. The following fourteen (14) individuals have been identified as employed as either public officials or who were in a position of public trust at the time of their offenses were charged in Atlantic County:
Erland Chau – City of Northfield Mayor – 4th Degree Imitation Firearm.
Constance Days-Chapman – School Administrator – 2nd-degree Ocial Misconduct, 2nd-degree Pattern of Ocial Misconduct, 3rd-degree Hindering Apprehension, 4th-degree Obstruction.
Luquay DeBose –Police Ocer – 3rd-degree Theft.
Danielle Elliot – Teacher – 3rd-degree Endangering the Welfare of a Child.
Fred Gilbert – Corrections Ocer Atlantic County Justice Facility – 2nd-degree Ocial Misconduct, 3rd-degree Witness Tampering, 4th-degree Obstruction, two counts of 4th-degree False Reporting to Law Enforcement Authorities, and 4th-degree Tampering with Physical Evidence.
Hassan Hameen – civilian employee, Atlantic City Casino Reinvestment Development Authority – two counts of 1st degree Aggravated Sexual Assault, three counts of 2nd-degree Sexual Assault, 3rd-degree Aggravated Criminal Sexual Contact, 2nd degree Endangering the Welfare of a Child, two counts of 4th-degree Criminal Sexual Contact.
Dimitrios Harritopulos – Teacher – 3rd-degree Endangering the Welfare of a Child.
Tyrell Jones – Corrections Ocer Harborelds Youth Detention Facility – 2nd-degree Ocial Misconduct, 2nd-degree Providing an Electronic Communication Device to a Conned Person.
Shawn Nguyen – New Jersey National Guard Recruiter – 2nd-degree Ocial Misconduct, two counts of 2nd-degree Sexual Assault, two counts of 3rd-degree Endangering the Welfare of a Child, 4th-degree Criminal Sexual Contact.
Christopher Piccioni – Corrections Ocer Atlantic County Justice Facility – 2nd-degree Ocial Misconduct, 4th-degree Destruction of Evidence.
La’ Quetta Small – School Superintendent – 2nd-degree Endangering the Welfare of Child.
Marty L. Small – Atlantic City Mayor – 2nd degree Endangering the Welfare of a Child, 3rd degree Terroristic Threats, 3rd Degree Aggravated Assault, 3rd degree Witness Tampering.
Toria Young – School District Employee – 2nd-degree Official Misconduct, 3rd-degree Hindering Apprehension.
Robert Zbikowski – Police Officer – 2nd-degree Ocial Misconduct, 2nd-degree Pattern of Ocial Misconduct, 3rd-degree Theft by Unlawful Taking, 4th-degree Evidence Tampering, 4th-degree Obstruction of Administration of Law.
Prosecutor William E. Reynolds stated that the “foundation of a just society is upholding the Rule of Law. There has to be one standard that applies to everyone, period.”
Prosecutor Reynolds further stated “that the Atlantic County Prosecutor’s Oce mission as the Chief Law Enforcement Agency is to do justice regardless of the individuals involved in the case. We will continue to strive to meet the highest standard every day and hold ourselves and those who fail to meet that standard accountable.”
