Mingo County Man Sentenced For Federal Child Pornography Crime

CHARLESTON, W.VA.- A 56-year-old Delbarton, West Virginia, man will be spending the next decade in federal prison for receiving digital images on the Facebook social media platform of young girls in sexually explicit poses.

     On Tuesday, February 11, 2025, Terry Randall Hinkle, 56, of Delbarton, West Virginia, appeared in the U.S. District Court for the Southern District of West Virginia and was sentenced by U.S. District Court Judge Joseph R. Goodwin to 120 months in federal prison, to be followed by ten years of supervised release for his previously entered guilty plea to Receiving Child Pornography.

     Hinkle, upon release from his federal term of imprisonment, will be required to register as a sex offender in the national database.

According To U.S. Attorney Will Thompson

     According to U.S. Attorney Will Thompson and charging documents filed with the District Court, during an online child pornography investigation, law enforcement investigators learned that on August 30, 2023, Hinkle received multiple digital images depicting the sexual exploitation and abuse of children. He received the digital images through the social media platform Facebook, including digital images of prepubescent girls with their legs spread to display their genitalia.

     During his plea allocution, Hinkle further admitted that he possessed 24 video files and 46 digital images depicting the sexual exploitation and abuse of children. Hinkle also admitted that he sent a digital image depicting a nude minor female with her legs spread to expose her genitals over Facebook to another user.

     During the investigation, investigators uncovered that Hinkle solicited another individual online to produce and send him digital images of child pornography depicting minors that that individual had; however, the individual never sent the requested digital images.
