Police Charge Maryland Man For 2024 Northeast, D.C. Shooting Homicide

WASHINGTON, DC.- On Thursday, Detectives of the Metropolitan Police Department’s Homicide Branch arrested and charged a 41-year-old Seat Pleasant, Maryland, man in connection with the February 2024 double shooting that killed one and another injured in Northeast, D.C.

     According to D.C. Metropolitan Police Chief Pamela A. Smith, on February 23, 2024, around 5:15 a.m., members of the D.C. Metropolitan Police Department’s Sixth District responded to gunfire on the 6200 Block of Dix Street in Northeast, D.C.

Police Officers Find Two Men Shot

     Upon arrival, Police Officers and First Responders found a man, later identified as Ronald Clark, 35, of Capitol Heights, Maryland, unresponsive from gunshot wounds. Mr. Clark was subsequently pronounced deceased at the scene.

     During the same incident, additional Police Officers responded to the 300 Block of 63rd Street in Northeast, D.C., after being notified of an apparent shooting victim at that location. Upon arrival, Police Officers found a second man suffering from gunshot wounds. The man was transported to a nearby hospital for treatment of his injuries.

     Following an investigation, on Thursday, February 20, 2025, Detectives formally charged Victor Terrill, 41, of Seat Pleasant, Maryland, with first-degree Murder While Armed; and Assault With a Dangerous Weapon, pursuant to a U.S. District Court booking order. Terrill’s custody status was not reported.

“The rules of the court require us to include a statement that states: The charges outlined in this publication are merely accusations, and the defendant and or defendants are presumed innocent unless and until proven guilty beyond reasonable doubt.”
