Jamaican Man Indicted For Sexual Enticement Of A Child

SCRANTON, PA.- On Tuesday, March 25, 2025, a Federal Grand Jury for the Middle District of Pennsylvania returned an indictment charging Andrew Higgins, 37, a Jamaican national residing in the Middle District of Pennsylvania, on one count of Attempted Sexual Exploitation of a Child.
According to Acting U.S. Attorney John C. Gurganus and charging information unsealed in the indictment, it is alleged that over two days beginning on January 15, 2025, through January 17, 2025, Higgins utilized the internet and an electronic device to communicate with an undercover federal agent, who he thought was a child to attempt, entice, coerce, and persuade a child to engage in illicit sexual conduct.
Acting U.S. Attorney Gurganus commended the investigative work of Homeland Security Investigation RAC Allentown, which led to Higgins’s indictment.
The case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the U.S. Department of Justice to combat the growing epidemic of child sexual exploitation and abuse.
