South African Man Was Charged With Distribution Of Child Pornography

SYRACUSE, NY.- On Friday, March 28, 2025, Marcell M. Meyer, 43, a South African national residing in Sackets Harbor, New York, was taken into custody and appeared in the U.S. District Court for the Northern District of New York and was arraigned on charges of Distribution of Child Pornography.
If convicted at trial, Meyer faces a mandatory minimum of five years and up to 20 years in federal prison, at least 5 years and up to life of supervised release, and a $250,000 fine. Meyer, when released from prison, upon a finding of guilt, would be required to register as a sex offender in the national database and would likely face deportation proceedings.

According to U.S. Attorney John A. Sarcone, III, and charging information filed with the District Court, Meyer utilized an internet-based social networking application installed on his cellular phone to distribute child pornography to other users of the platform.
Some of the other users identified as children. In one such instance, Meyer distributed child pornography to an undercover Homeland Security Investigations agent who Meyer believed to be a 13-year-old girl, which ultimately led to charges being filed against Meyer.
