BURLINGTON, VT.- A 33-year-old Hartford, Vermont, man and accused child sexual predator will remain detained after making his first appearance in Federal Court in Burlington, Vermont, after being charged in connection with allegedly sexually assaulting a 5-year-old girl and filming the assaults to create child pornography.

On Friday, Matthew Isaacs, 33, of Hartford, was formally charged by federal criminal complaint with one count of Production of Child Pornography. On Friday, April 11, 2025, Isaacs made his initial appearance before U.S. District Court Judge Geoffrey in Burlington, Vermont.

According To The U.S. Attorney’s Office

According to Acting U.S. Attorney Michael P. Dresher and charging information file with the District Court, Isaacs repeatedly sexually assaulted a five-year-old girl who resided on the same floor of Isaacs apartment building in Hartford, Vermont. During the sexual assaults, Isaacs took digital photographs of the child’s genitalia. Thereafter, he modified the digital images of the child’s genitalia by adding words such as the child’s first name, a slang word for vagina, and images including an erect penis pointing at the child’s vagina area.

Additionally, some of the digital images depicted Isaacs actively abusing the child, with his hand down her pants. Isaacs was identified by a distinctive tattoo on his forearm.

Isaacs was initially charged in Vermont State Superior Court with Lewd and Lascivious Conduct with a Child and was detained in Southern State Correctional before being released on bail conditions when he was taken into custody on the federal criminal complaint.

If convicted at trial, Isaacs faces a mandatory minimum of fifteen years and up to 30 years in federal prison, at least five years and up to life of supervised release. When sentenced upon a finding of guilt, a U.S. District Court Judge will determine the term of imprisonment based on the seriousness of the offense and Isaacs’ prior criminal history.
