Silver Springs Man Pleads Guilty To International Sextortion Scheme

GREENBELT, MD.- A 38-year-old Silver Springs, Maryland, man will be facing a mandatory minimum of fifteen years and up to 60 years in federal prison after pleading guilty last Wednesday in connection with the coercion of over 108 girls to send him sexually explicit images and video files of themselves in an international sextortion scheme.
According to U.S. Attorney Kelly O. Hayes, on Wednesday, May 21, 2025, Chase William Mulligan, 28, of Silver Springs, Maryland, appeared in the U.S. District Court for the District of Maryland and pleaded guilty before U.S. District Court Judge Theodore C. Chuang to two counts of Production of Child Pornography.
Following entering his guilty plea, Judge Chuang accepted the plea and scheduled sentencing for Wednesday, August 27, 2025. At that time, Mulligan faces a mandatory minimum of fifteen years and up to 60 years in federal prison, as well as up to a lifetime of supervised release. Upon release from federal prison, Mulligan will be required to register as a sex offender in the national database.
At sentencing, Judge Chuang will determine the term of imprisonment based on the seriousness of the offenses and Mulligan’s prior criminal history.
According To The Charging Information Filed With The Court
According to the charging information filed in the District Court, during the four-year scheme, Mulligan coerced at least 108 minor girls ranging in age from 5 years old to 17 years old to send him sexually explicit photographs and videos of themselves. When the girls told him they no longer wanted to send him the sexually graphic images and videos, he threatened to post the images online or come to their homes.
As outlined in the plea agreement, beginning in 2019 and lasting through December 2023, Mulligan utilized numerous Snapchat, Discord, Roblox, Skype, Omegle, and Instagram social media instant messaging accounts to target young girls. He convinced the minor girls living in the United States, Canada, Denmark, Spain, the Philippines, Australia, and the United Kingdom to produce and send him sexually explicit digital images and video files.
During that time, Mulligan also directed the minor girls to expose their genital areas and engage in sexual conduct. Additionally, Mulligan coerced multiple girls to urinate on camera, insert objects into their vaginas, and participate in sex acts with dogs.
“Mulligan used manipulation, fear, and intimidation to exploit over 100 young victims. Now, we must ensure that we send a clear message to Mulligan and others that those who abuse the most vulnerable members of our communities will pay a steep price,” said U.S. Attorney Hayes. “We’re committed to working with our law enforcement partners to relentlessly pursue, prosecute, and bring to justice those who engage in these deplorable acts.”
