Sussex County Men Charged With Running Drug Manufacturing Facility

SPARTA, NJ.- Last Friday, May 23, 2025, following an investigation, a 35-year-old Sparta, New Jersey, man and a 25-year-old Newton, New Jersey, man were taken into custody and charged with multiple narcotics in connection with running an illicit narcotics manufacturing facility and money laundering offenses.

     According to Acting Sussex County Prosecutor Sahil K. Kabse, Devin Pupo, 38, of Sparta, New Jersey, was formally charged with first-degree Maintaining a Controlled Dangerous Production Facility; first-degree Conspiracy to Maintain a Controlled Dangerous Production Facility; second-degree Possession with Intent to Distribute a Controlled Dangerous Substance; and second-degree Money Laundering.

     Anthony Buff, 25, of Newton, New Jersey, was formally charged with one count of fourth-degree Distribution of a Controlled Dangerous Substance. Both men were processed on the charges and released on a summons complaint pending future court proceedings in Sussex County Superior Court in Newton, New Jersey.

Charges Stem From An Undercover Narcotics Investigation

     The charges stem from an investigation into the illegal distribution of marijuana from two Sparta, New Jersey businesses, Green Remedies, located at 53 Sparta Avenue, and Zenshine Smoke Shop, located at 354 Lafayette Road. 

     During the investigation, Detectives of the Sussex County Prosecutor’s Office, the Sparta Township Police Department, the Franklin Borough Police Department, the West Milford Police Department, and the Newton Police Department, with the assistance of the New Jersey State Police and the New Jersey Division of Taxation determined that Pupo and Buff were allegedly illegally manufacturing and distributing unregulated marijuana and marijuana products.

     On Friday, May 23, 2025, court-authorized search warrants were executed at both locations. During the search, investigators uncovered and seized controlled dangerous substances as well as other evidence of illegal narcotics activities.

     If convicted at trial, Pupo faces up to 20 years in New Jersey State Prison, and Buff faces up to 18 months in prison.
