Phillipsburg Police Officer Charged With Illegal Computer Activity

PHILLIPSBURG, NJ. – Today, May 30, 2025, following an investigation, a 29-year-old Phillipsburg, New Jersey, man, employed as a Police Officer with the Phillipsburg Police Department, was taken into custody and charged with allegedly accessing the Department’s records database for unauthorized use.
According to Acting Warren County Prosecutor Jessica L. Cardone, in April 2025, the Phillipsburg Police Department contacted the Warren County Prosecutor’s Office regarding unauthorized access to the Police Department’s records system.
Investigators Determine Officer Palmer Illegally Accessed Records Database
During the ensuing investigation, Investigators determined that Officer Scott Palmer accessed the Police Department’s Records Management System for use other than official law enforcement inquiries.
Accordingly, on Friday, May 30, 2025, as a result of the investigation, Scott T. Palmer, 29, of Phillipsburg, New Jersey, was taken into custody and formally charged with one count of third-degree Computer Criminal Activity.
Palmer was processed on the charge and was released on a summons complaint pending future court proceedings in Warren County Superior Court in Belvidere, New Jersey.
