According to Cumberland County Prosecutor Jennifer Webb-McRae, Robert Dolly, 32, of Hesstown Road in Millville, New Jersey, has been formally charged with second-degree Endangering the Welfare of a Child by Distribution of Child Pornography; second-degree Endangering the Welfare of a Child by Possession of Child Pornography; fourth-degree Animal Cruelty by Sexual Contact with an Animal; fourth-degree Tampering with Physical Evidence; third-degree Hindering Prosecution; and fourth-degree Obstruction.

Charges Stem From Investigation

The charges stem from an investigation that began in April 2025 when the Cumberland County Prosecutor’s Office High Tech Crimes/Internet Crimes Against Children Unit received a CyberTip regarding an individual residing in the Cumberland County, New Jersey, area who was utilizing a social media instant messenger application, “Snapchat” to distribute digital images and video files depicting the sexual exploitation and abuse of prepubescent and pubescent children.

During the ensuing investigation, Detectives from the Internet Crimes Against Children Unit were able to trace an IP address associated with the Snapchat account to a residence on Hesstown Road in the City of Millville. Further investigation determined that Dolly was the owner of the Snapchat account.

On Thursday, June 12, 2025, with the assistance of the Cumberland CountyProsecutor’s Office HIDTA Task Force, Detectives of the Cumberland County Prosecutor’s Office Internet Crimes Against Children Unit arrested Dolly without incident at his Hesstown Road residence.
