North Cape May Man Charged With Child Pornography Offense

NORTH CAPE MAY, NJ.- On Monday, following an investigation into online child pornography activities, a 30-year-old North Cape May, New Jersey, man was taken into custody and jailed after being charged in connection with utilizing the internet to view, download, and uploading of digital images and video files depicting the sexual exploitation and abuse of children.
According to Cape May County Prosecutor Jeffrey H. Sutherland, the investigation began after the Cape May County Prosecutor’s Office High Tech Crimes Unit & Internet Crimes Against Children Task Force received a CyberTip for the National Center for Missing and Exploited Children regarding an unidentified individual within the Cape May County, New Jersey area who was downloading and uploading various images of child pornography.
During the ensuing investigation, Detectives with the Internet Crimes Against Children Task Force identified an IP address associated with a North Cape May residence and further determined that Joseph T. Madden, IV, 30, resided at that address.
Detectives Execute Search Warrant And Uncover Child Pornography
On May 2, 2025, Detectives of the Cape May County Prosecutor’s Office High Tech Crimes Unit and the Lower Township Police Department, with assistance from the Cape May County Sheriff’s Office, obtained and executed a court-authorized search warrant at Madden North Cape May, New Jersey home. During the search, Detectives seized multiple electronic devices. A subsequent and extensive forensic examination uncovered numerous items of child pornography.
On Monday, June 30, 2025, as a result of the investigation, Madden was taken into custody and formally charged with third-degree Possession of Child Pornography. Madden was processed on the charge and was remanded to the Cape May County Correctional Center, pending future court proceedings in Cape May County Superior Court.
