Phillipsburg Man Charged With Violating Sex Offender Conditions

PHILLIPSBURG, NJ.- On Wednesday, following an investigation, a 59-year-old Phillipsburg, New Jersey, man, and a convicted sex offender, was taken into custody and jailed after being charged in connection with violating the terms and conditions of his supervised release.
According to Acting Warren County Prosecutor Jessica L. Cardone, James J. Kelly, 59, of Phillipsburg, New Jersey, was formally charged on Wednesday, July 9, 2025, with one count of third-degree Violation of the Conditions of a Special Sentence of Community Supervision for Life. If convicted at trial, Kelly faces up to 5 years in New Jersey State Prison.
Kelly Engages In Conversation With A Child
According to the charging information filed in the criminal complaint, Kelly, who was previously convicted of a sexual offense and sentenced to community supervision for life, violated the terms of his supervision by failing to refrain from initiating, establishing, or maintaining contact with any child.
Kelly was processed on the charge and remanded to the Warren County Correctional Center pending future court proceedings in Warren County Superior Court in Belvidere, New Jersey. The Warren County Prosecutor’s Office has filed a motion with the court to detain Kelly pending trial.
