Two Johnstown Men Sentenced For Trafficking Crack Cocaine

JOHNSTOWN, PA.- Last Thursday, two Johnstown, Pennsylvania, men were sentenced to federal prison for their roles in a 2021 crack cocaine trafficking scheme that was responsible for distributing quantities of the illicit narcotic within the Western District of Pennsylvania.
According to Acting U.S. Attorney Troy Rivetti, on Thursday, July 10, 2025, Kevin Johnson, 39, and Daniel Culmer, 58, both of Johnstown, Pennsylvania, appeared in the U.S. District Court for the Western District of Pennsylvania and were sentenced by U.S. District Court Judge Marilyn J. Horan for their convictions of Conspiracy to Distribute and Possess with the Intent to Distribute a Controlled Substance, Crack Cocaine.
   On Thursday, Judge Horan sentenced Johnson to 100 months in federal prison, to be followed by four years of supervised release. Additionally, Judge Horan sentenced Culmer to 96 months in federal prison, to be followed by six years of supervised release.
According To Court Documents
According to charging documents and statements made during Thursday’s sentencing hearing, beginning in and around March 2021 and lasting through July 2021, within the Western District of Pennsylvania, Johnson conspired to distribute and possess with the intent to distribute 28 grams or more of a controlled substance, crack cocaine. Beginning in and around April 2021 and lasting through July 2021, Culmer conspired to distribute and possess with intent to distribute a quantity of a mixture of crack cocaine.
During the course of the investigation, Johnson and Culmer were each intercepted on a court-authorized wiretap, obtaining quantities of the controlled substance that they distributed to others in and around the Johnstown, Pennsylvania area.
   At the time of the instant offense, Culmer was on supervised release for a prior federal conviction for the distribution of heroin in the Western District of Pennsylvania in 2018.
