According To Court Documents
According to the charging documents filed with the District Court, following two fatal overdoses involving fentanyl in 2021, both of which are believed to have been connected to Herman, the U.S. Drug Enforcement Administration’s Bridgeport High Intensity Drug Trafficking Task Force and the Stratford Police Department launched an investigation into Herman’s drug trafficking activities.
In May and June 2022, during the course of the investigation, Investigators conducted two controlled purchases of fentanyl, heroin, and crack cocaine from heroin.
On September 15, 2022, at the culmination of the investigation, Herman was taken into custody. At the time of his arrest, he possessed a large amount of crack cocaine, a loaded 9mm “Ghost Gun” with a laser sight attached to the firearm, and additional rounds of ammunition.
Federal law prohibits a person with a prior felony conviction from owning or possessing a firearm and ammunition. Herman knew that when he possessed the “Ghost Gun” and ammunition on September 15, 2022, he was a prohibited person due to prior state convictions, including drug and firearms offenses.
Herman previously pleaded guilty in Connecticut Superior Court to narcotics and manslaughter charges stemming from an overdose death investigation and was sentenced to 20 years in State Prison, suspended after eight years, and five years of probation. On Tuesday, Judge Bolden ordered Herman’s federal term of imprisonment to run concurrently with his state sentence.
