WILLIAMSPORT, PA.- A 51-year-old federal inmate formerly of Chester, Pennsylvania, is facing up to an additional 20 years in federal prison after being charged in connection with possessing digital images and video files depicting the sexual exploitation and abuse of a preteen child while serving a federal term of imprisonment.

According to Acting U.S. Attorney John C. Gurganus, on Thursday, July 24, 2025, a Federal Grand Jury for the Middle District of Pennsylvania, returned an indictment charging Carl Jones, 51, formerly of Chester, Pennsylvania, with one count of Possession of Child Pornography; and one count of Possessing Contraband in a Federal Prison.

The Federal Indictment Alleges

According to the charging information unsealed in the indictment, it is alleged that from February 24, 2025, through April 9, 2025, Jones possessed a cellular phone containing digital images of a minor, including a child under twelve years old, engaged in sexually explicit conduct, while he was housed as an inmate at the Federal Correctional Institution Lewisburg, located in Lewisburg, Pennsylvania.

If convicted at trial, Jones faces a mandatory minimum of five years, and up to 20 years in federal prison, at least five years, and up to a lifetime of supervised release, and a fine of up to $250,000. At sentencing, upon a finding of guilt, a U.S. District Court Judge would determine the term of imprisonment based on the seriousness of the offense and Jones’ prior criminal history.
