Man Charged In May’s Northeast, D.C. Robbery & Fatal Shooting Of Elderly Man

WASHINGTON, DC.- On Tuesday, a 42-year-old Washington, D.C., man and a previously convicted murder was taken into custody and jailed after being formally charged in an August 6, 2025, District of Columbia Superior Court Grand Jury indictment in connection with the robbing and fatal shooting of a 61-year-old disabled elderly man, inside his apartment during the afternoon hours of Friday, May 2, 2025, in Northeast, D.C.
According to U.S, Attorney Jeanine Ferris Pirro and D.C. Metropolitan Police Chief Pamela A. Smith, and the charging information unsealed in the indictment, on Friday, May 2, 2025, shortly after 12:45 p.m., members of the D.C. Metropolitan Police Department’s Fifth District responded to a reports of gunfire at an apartment building located on the 600 Block of 21st Street in Northeast, D.C.
Upon Arrival, Police Officers Find An Elderly Man Shot Dead
Upon arrival, Police Officers located a man, later identified as Steven Stewart, 61, of Northeast, D.C., unresponsive inside the apartment, having succumbed from multiple gunshot wounds. Mr. Stewart was subsequently pronounced deceased at the scene by DC Fire and Emergency Medical Services.
During The Investigation, Detectives Identified Two Northeast Men As The Suspects
During the ensuing investigation, Homicide Branch Detectives were able to identify two suspects, Phillip Palmer and Randall Mack, in connection with the murder of Mr. Stewart. According to the charging information filed in the indictment, on May 2, 2025, at approximately 12:44 p.m., Mack and Palmer allegedly entered Mr. Stewart’s apartment located at 633 21st Street in Northeast, D.C., where they robbed him and shot him multiple times at close range. Mr. Stewart was a vulnerable victim who had to use a wheelchair and or a walker for trips beyond his apartment.
In Early August A Grand Jury Returns An Indictment
On August 6, 2025, a Grand Jury for the Superior Court of the District of Columbia returned an indictment charging Phillip Palmer, 62, of Northeast, D.C., and Randall Mack, 42, also of Northeast, D.C., charging each with first-degree Murder; Conspiracy to Commit Murder; Robbery; Possession of a Firearm During a Crime of Violence. Mack was additionally charged with Unlawful Possession of a Firearm by a Convicted Felon.
On Friday, August 22, 2025, members of the D.C. Metropolitan Police Department’s Sixth District, along with Homicide Branch Detectives, located and arrested Palmer and formally charged him pursuant to the indictment. Palmer was processed on the charges and was remanded to the D.C. Central Detention Facility pending future court proceedings in the Superior Court of the District of Columbia.
On Tuesday, September 2, 2025, members of the U.S. Marshals Service Capital Area Regional Fugitive Task Force located and arrested Mack pursuant to the indictment. Mack was processed on the charges and was remanded to the D.C. Central Detention Facility pending future court proceedings in the Superior Court of the District of Columbia.
Mack Has A Prior Murder Conviction
Mack was previously convicted of murder in 2010, when his probation was revoked in 2011, and he was sentenced to twelve to 36 years in prison. Mack was paroled for the murder in 2019, and his parole was revoked in 2024, but he was later rereleased on parole, allowing him to commit the horrific shooting death of Mr. Stewart.
