Cumberland Man Sentenced For Production Of Child Pornography

BALTIMORE, MD.- On Wednesday, a 39-year-old Cumberland, Maryland, man learned he would be spending the next two decades in federal prison, after being sentenced for creating video files depicting the sexual exploitation and abuse of a 9-year-old child and a 14-year-old child, and then storing the videos on a hard drive.
According to U.S. Attorney Kelly O. Hayes, on Wednesday, September 10, 2025, Christopher Lawrence Stouffer, 39, of Cumberland, Maryland, appeared in the U.S. District Court for the District of Maryland and was sentenced by Chief U.S. District Court Judge George Levi Russell, III, to 240 months in federal prison, to be followed by a lifetime of supervised release for his conviction of two counts of Sexual Exploitation of a Minor.

According to the charging information and statements made during Wednesday’s sentencing hearing, over a period of several months, Stouffer used his cellular phone to produce and create video files of a child, beginning when she was nine years old. Stouffer also installed a hidden camera in a bathroom and captured sexually explicit images of another child, who was fourteen years of age. He then downloaded these media files to computer hard drive.
During the investigation, Investigators uncovered the media files of the 9-year-old child and the 14-year-old child, along with over 800 video files of child pornography, including many depicting the sexual abuse of infants and toddlers by adults.
   U.S. Attorney Hayes commended the investigative work of the Federal Bureau of Investigation and the Frostburg State University Police Department, which led to the successful prosecution of Stouffer.Â
