WASHINGTON, DC.- On the 28th consecutive day of the federal government funding lapse, the impasse deepened when Senate Democrats once again blocked a “clean” continuing resolution (CR) that the United States House of Representatives passed, designed to extend funding through November 21, 2025.

     House Speaker Mike Johnson told reporters today that Republicans in the House have “done our job” by passing a simple, no-strings funding measure and are awaiting action from the Senate. At his Tuesday press conference, Speaker Johnson asserted that House Republicans “want nothing” added to the Continuing Resolution, no new spending, no rider amendments, and appealed directly to Senate Democrats to “get this done.” He emphasized: “You have an off-ramp now… the unions, the largest unions, are saying, ‘Please do this.’ You can claim that as cover and say that you had to do it.”

     Johnson maintained that without the funding, nearly 42 million Americans in programs such as the Supplemental Nutrition Assistance Program (SNAP) would face cutoff, and “we cannot keep holding federal employees, troops, air-traffic controllers, law-enforcement officers hostage.”

     Johnson reiterated that the Democrats continue to demand $1.5 trillion in additional spending before reopening the government, a condition Republicans in the House say they refuse to entertain. He accused Senate Democrats of wanting to link unrelated priorities rather than simply extend funding at current fiscal-year levels.

     Meanwhile, unions representing federal employees and air traffic controllers weighed in. The American Federation of Government Employees (AFGE) called on Senate Democrats to pass a clean continuing resolution immediately, saying the shutdown is inflicting “real pain” on workers and their families. “It’s time to pass a clean continuing resolution and end this shutdown today. No half-measures, and no gamesmanship,” said AFGE president Everett Kelley.

     The National Air Traffic Controllers Association (NATCA), which represents vital personnel whose staffing and paychecks are jeopardised, also urged Senate Democrats to stop blocking the resolution, which has been consistently passed over the past several years without added riders or policy demands.

     Critics argue that the politics now lay bare a troubling mismatch of priorities: while American federal law-enforcement officers, military troops, air-traffic controllers, and other federal employees go without pay or face furloughs, Senate Democrats continue to receive their paychecks, as the shutdown persists. At the same time, with nearly 42 million Americans about to lose their food-assistance benefits under SNAP, some Republicans say Democrats are signalling they care more about immigration-related spending than American citizens.

     The broader context: the House has voted 13 times to advance the clean continuing resolution, each time blocked in the Senate, with the latest failure 54-45.

     The hard truth: every day this shutdown continues, the stakes climb. Federal workers are skipping paychecks. Essential services are strained. Priorities are being questioned, and not just among Washington insiders.
