Washington Man Charged With Running Drug Manufacturing Facility

WASHINGTON BOROUGH, NJ.- Last Thursday, following an investigation, a 47-year-old Washington Borough, New Jersey, man was taken into custody and jailed after being charged in connection with operating a marijuana grow facility and distributing quantities of marijuana and heroin throughout the Warren County, New Jersey, area.
According to Acting Warren County Prosecutor Jessica L. Cardone, David J. Gallagher, 47, of Washington, was formally charged with first-degree Maintaining or Operating a Controlled Dangerous Substance Production Facility; second-degree Manufacturing of Marijuana; second-degree Possession of a Controlled Dangerous Substance with Intent to Distribute within 500 Feet of a Public Building; third-degree Possession of a Controlled Dangerous Substance with Intent to Distribute within 1,000 of School Property;
Gallagher Charged With Multiple Counts
Gallagher was additionally charged with third-degree Possession of a Controlled Dangerous Substance, Heroin; third-degree Possession of a Controlled Dangerous Substance with Intent to Distribute, Heroin; and a Disorderly Persons Offense of Possession of Drug Paraphernalia. Gallagher was processed on the charges and was remanded to the Warren County Correctional Facility pending future court proceedings in Warren County Superior Court in Belvidere, New Jersey.
During a two-month undercover narcotics investigation into the distribution of heroin within the Warren County, New Jersey, area, Investigators identified Gallagher as a distributor of heroin.
On Thursday, October 23, 2025, at the culmination of the narcotics investigation, Investigators of the Warren County Prosecutor’s Office Narcotics Task Force and the Washington Township Police Department executed a court-authorized search warrant at Gallagher’s Belvidere Avenue residence in Washington Borough, New Jersey. During the search, Investigators located and seized quantities of suspect marijuana and heroin.
During the search, Gallagher was taken into custody, and Investigators uncovered and seized quantities of heroin, marijuana, and various items of drug paraphernalia utilized in the growing of marijuana and the sale of heroin and marijuana.
If Convicted At trial, Gallagher faces up to 20 years in New Jersey State Prison.
