Waterbury Drug Dealer Sentenced For His Role In A Drug Trafficking Network

HARTFORD, CT.- Last Thursday, a 41-year-old Waterbury, Connecticut, man, and a local drug dealer learned he will be spending over three years in federal prison, after being sentenced in Federal Court in Hartford, Connecticut, for his role in a Waterbury drug trafficking organization.

     According to U.S. Attorney David X. Sullivan, on Thursday, November 13, 2025, Luis Munoz, also known as “P.R.” and “Puerto Rico,” 41, of Waterbury, Connecticut, appeared in the U.S. District Court for the District of Connecticut and was sentenced by U.S. District Court Judge Michael P. Shea to 40 months in federal prison, to be followed by three years of supervised release after pleading guilty early this year to Conspiracy to Distribute and to Possess with Intent to Distribute Controlled Substances, Cocaine and Fentanyl.

     According to court documents and statements made in the District Court, the Federal Bureau of Investigation’s Safe Streets Gang Task Force and local and state law enforcement agencies had launched an investigation into two drug trafficking organizations that were based in Waterbury, Connecticut.

     One of the organizations, headed by Angel Quiros, operated in the area of William Street in Waterbury, and the other, headed by Daniel Diaz-Rivera, operated in the area of Maple Avenue in Waterbury.

     The investigation, which included court-authorized wiretaps on multiple phones, video surveillance, GPS tracking of vehicles, and numerous controlled purchases of illicit narcotics, uncovered that the two organizations distributed quantities of cocaine, crack cocaine, and fentanyl through a network of drug sellers. Additionally, the investigation uncovered that both organizations shared sources of supply, worked together with one another to further their operations, and sold narcotics at all hours of the day and night in Waterbury.

     During the course of the investigation, Munoz was identified as a distributor of cocaine, crack cocaine, and fentanyl, as part of Quiros’ Willian Street drug trafficking operation.

     Munoz, Quiros, and Diaz-Rivera, along with 14 associates, were charged with federal offenses as a result of the investigation. Munoz, Quiros, Diaz-Rivera, and several codefendants were taken into custody on November 29, 2023. During the arrests, Investigators executed multiple court-authorized search warrants and located and seized 700 grams of crack cocaine, more than 900 vials of crack cocaine, around 200 grams of loose fentanyl, more than 1,600 single-dose bags of fentanyl/heroin, two stolen firearms, numerous rounds of ammunition, and more than $39,000 in cash.  Investigators seized from Munoz around 234 grams of cocaine, 22 grams of fentanyl, and $2,100 in cash.

     In handing down the sentence on Thursday, Judge Shea ordered Munoz, who has been free on a $100,000 bond, to surrender to the U.S. Bureau of Prisons on January 16, 2026.

     Quiros and Diaz-Rivera previously pleaded guilty to related offenses. On August 19, 2025, Quiros was sentenced to 63 months in federal prison, and on June 23, 2025, Diaz-Rivera was sentenced to 210 months in federal prison. Both will be subject to terms of supervised release after completing their terms of imprisonment.
