Police Charge Man In September 2025, Northeast, D.C. Shooting

WASHINGTON, DC.- On Tuesday, pursuant to a DC Superior Court arrest warrant, a 44-year-old Washington, D.C., man was taken into custody and jailed after being charged in connection with a shooting that occurred in late September in Northeast, D.C.

     According to D.C. Metropolitan Police Chief Pamela A. Smith, and as previously reported, on Wednesday, September 24, 2025, at around 11:17 a.m., members of the D.C. Metropolitan Police Department’s Fifth District responded to a report of gunfire on the 2300 Block of Rhode Island Avenue in Northeast, D.C.

     Upon arrival, Police Officers located evidence of a shooting and property damage, but were unable to locate a victim. Following notifying area hospitals, Responding Police Officers determined that no one was injured in the shooting.

Detectives Were Able To Identify The Suspect

     During the ensuing investigation, based on witness descriptions and area video footage recovered by surrounding surveillance cameras, Detectives were able to identify Thomas Jamal Carter, 44, with no reported address, as the shooter, and a warrant was issued for his arrest.

     On Tuesday, November 18, 2025, pursuant to a DC Superior Court warrant, Carter was located and taken into custody. Based on the charges filed in the arrest warrant, Carter was formally charged with one count of Assault with a Dangerous Weapon; and Violation of Probation. He was processed on the charges and remanded to the D.C. Central Detention Facility pending future court proceedings in the Superior Court of the District of Columbia.
