WASHINGTON, DC.- On Tuesday, a 19-year-old Washington, D.C., man was taken into custody and jailed after being charged in connection with fatally gunning down a 23-year-old man late last month in Southeast, D.C.

According to Interim D.C. Metropolitan Police Chief Jeffery W. Carroll, on Sunday, December 21, 2025, just minutes after 6:00 a.m., members of the D.C. Metropolitan Police Department’s Sixth District responded to a 911 Emergency Call Reporting a shooting on the 2300 Block of Pennsylvania Avenue in Southeast, D.C.

Upon arrival, Police Officers located a man, later identified as Dennis Ziegler, 23, of Northeast, D.C., unresponsive, on the ground, having sustained a life-threatening gunshot wound. Mr. Ziegler was transported by DC Fire and Emergency Medical Services to an area hospital, where, despite life-saving efforts, Mr. Ziegler succumbed to his injury and was pronounced deceased a short time later.

During the ensuing investigation, based on witness accounts and area video surveillance footage, D.C. Homicide Branch Detectives were able to identify the shooter as Kevin William Dorsey, Jr., and a warrant was issued for his arrest.

On Tuesday, January 6, 2026, pursuant to a DC Superior Court arrest warrant, Dorsey was located and taken into custody by members of the Capital Area Regional Fugitive Task Force. Following being taken into custody, Dorsey was formally charged with one count of second-degree Murder While Armed. He was processed on the charges and was remanded to the D.C. Central Detention Facility pending future court proceedings in the Superior Court of the District of Columbia.

“The rules of the court require us to include a statement that states: The charges outlined in this publication are merely accusations, and the defendant and or defendants are presumed innocent unless and until proven guilty beyond reasonable doubt.”
