Prosecutors Allege Suspect Met 15-Year-Old Victim Through Instagram Before Assault At Residence

WEEHAWKEN, NJ.- A Weehawken man has been arrested and charged with multiple sex-related offenses involving a female juvenile following an investigation conducted by the Hudson County Prosecutor’s Office Special Victims Unit, authorities announced this week.

      Hudson County Prosecutor Wayne Mello confirmed that Richard Moran, 25, of Weehawken, was taken into custody on Wednesday, March 4, 2026, by investigators assigned to the prosecutor’s Special Victims Unit.

     According to prosecutors, Moran has been charged with second-degree Sexual Assault and third-degree Endangering the Welfare of a Child. Moran was processed on the charges and was remanded to the Hudson County Correctional Facility, where he remained detained pending his first court appearance in Hudson County Superior Court.

Allegations Involving Juvenile Victim;

     Authorities allege that the criminal conduct occurred on multiple occasions during June 2025 at Moran’s residence in Weehawken, New Jersey. At the time of the alleged incidents, the victim was 15 years old, according to the prosecutor’s office.

     Investigators said Moran initially made contact with the juvenile through the social media platform Instagram, where the two allegedly communicated before eventually meeting in person.

     Prosecutors allege those meetings ultimately led to the alleged criminal acts that form the basis of the charges now filed against Moran.

     Officials declined to release further identifying details about the victim in order to protect the privacy and identity of the juvenile.

Special Victims Unit Investigation;

     The investigation was conducted by detectives assigned to the Hudson County Prosecutor’s Office Special Victims Unit, a division responsible for investigating crimes involving sexual assault, child abuse, and offenses involving vulnerable victims.

     Cases handled by the Special Victims Unit often involve sensitive investigations requiring coordination between law enforcement, prosecutors, and victim support services.

     Authorities have not indicated whether additional charges could be filed as the investigation proceeds.

Public Encouraged To Report Sexual Crimes;

     Prosecutor Mello’s office emphasized that individuals who believe they may have information about sexual crimes are encouraged to come forward.

     Officials say reports can be made confidentially and that investigators work to ensure victims are treated with sensitivity and respect throughout the investigative process.

Potential Penalties Under New Jersey Law;

     If convicted of second-degree sexual assault, a defendant in New Jersey may face a sentence ranging from five to ten years in New Jersey State Prison.

     Convictions involving sexual offenses against minors may also carry additional legal consequences, including potential Megan’s Law registration requirements and Parole Supervision for Life, depending on the circumstances of the case and the findings of the court.

     The case will proceed through the Hudson County Superior Court system, where prosecutors will present evidence supporting the charges filed against Moran.
