Two-Month Investigation Leads To Arrest, Seizure Of Cocaine, Heroin, Handgun, & Cash Following Coordinated Surveillance Operation

TOMS RIVER, NJ.- A Monmouth County man faces a sweeping list of narcotics and weapons charges following a multi-agency investigation into alleged illegal drug distribution across county lines, authorities announced.
Ocean County Prosecutor Bradley D. Billhimer confirmed that detectives from the Ocean County Prosecutor’s Office Narcotics Strike Force, working in coordination with the Monmouth County Prosecutor’s Office Gang Task Force, concluded a two-month investigation into the distribution of controlled dangerous substances within Ocean County.
The investigation identified Harry Clayton, 45, of Ocean Township in Monmouth County, as a suspected distributor of cocaine operating within Ocean County, according to prosecutors.
On March 12, 2026, law enforcement officers initiated mobile surveillance of Clayton. Detectives observed him at a residence in Neptune City before he departed the location in a motor vehicle. Shortly thereafter, members of the Monmouth County Prosecutor’s Office conducted a motor vehicle stop on the vehicle Clayton was operating.
Authorities reported that as Clayton exited the vehicle, detectives observed him attempting to conceal items within his pants. Clayton allegedly resisted efforts by officers to secure those items, leading to additional charges related to obstruction and evidence tampering. He was ultimately taken into custody without further incident and transported to the Monmouth County Prosecutor’s Office.
Following the arrest, detectives executed a court-authorized search warrant on Clayton’s vehicle. The search resulted in the seizure of multiple items, including a quantity of heroin, a Smith & Wesson .380 caliber handgun, hollow point ammunition, and approximately $1,800 in U.S. currency.
In addition, authorities recovered approximately 24 grams of crack cocaine from Clayton’s person.

Clayton has been charged with the following offenses:
- Possession of More than One-Half Ounce of Cocaine with Intent to Distribute
- Possession of Cocaine with Intent to Distribute Within 1,000 Feet of a School
- Possession of Cocaine
- Possession of Heroin
- Possession of a Weapon During a Controlled Dangerous Substance Offense
- Certain Person Not to Possess a Weapon
- Possession of Hollow Point Ammunition
- Unlawful Possession of a Weapon
- Tampering with Evidence
- Obstruction of Justice
Custody Status And Legal Context;
Clayton was transported to the Ocean County Jail following his arrest. He was subsequently released in accordance with New Jersey’s bail reform statutes, which prioritize risk-based pretrial release conditions rather than monetary bail in most cases.
Multi-Agency Coordination;
Prosecutor Billhimer commended the coordinated efforts of the Ocean County Prosecutor’s Office Narcotics Strike Force, the Ocean County Prosecutor’s Office Asset Forfeiture Unit, and the Monmouth County Prosecutor’s Office Gang Task Force for their roles in the investigation.
Authorities have not indicated whether additional arrests or related charges are forthcoming.
