Boston, Massachusetts Man Charged With Child Pornography Offense

BOSTON, MA.- On Tuesday, April 29, 2025, a 32-year-old Boston, Massachusetts, man was taken into custody and jailed after being federally charged with receiving digital images and video files depicting the sexual exploitation and sexual abuse of young children, including some containing the sexual abuse of toddlers.

     According to U.S. Attorney Leah B. Foley, Cess Frazier, 32, was charged with a criminal complaint with one count of Receipt of Child Pornography. Frazier was taken into custody without incident on Tuesday at his Boston, Massachusetts residence. Frazier made his initial appearance in Federal Court and was ordered detained pending further court proceedings.

According To The Charging Information Filed In The Complaint

     According to the charging information filed in the criminal complaint, during an ongoing investigation into internet child pornography activities. Frazier was identified as an individual who allegedly purchased child pornography. During a court-authorized search of Frazier’s cellular phone, investigators found around 100 digital and video media files containing child pornography saved on a Telegram Messenger account. 

     The minor children depicted in the digital images and video files are alleged to be between three and 10 years old.

     If convicted at trial, Frazier faces a mandatory minimum of five and up to 20 years in federal prison, at least five years and up to life of supervised release, and a fine of up to $250,000. A U.S. District Court Judge, upon a finding of guilt, will determine the term of imprisonment based on the seriousness of the offense and Frazier’s prior criminal history, if any.

“The rules of the federal court require us to include a statement that states: The charges outlined in this publication are merely accusations, and the defendant and or defendants are presumed innocent unless and until proven guilty beyond reasonable doubt.”
