Brazilian National Charged With Assaulting Federal Officers

HARTFORD, CT.- Last Thursday, July 17, 2025, a 24-year-old violent Brazilian national, illegally residing in Hartford, Connecticut, and facing Connecticut State charges, made his initial appearance in Federal Court in Hartford, Connecticut, and was arraigned on a federal criminal complaint in connection with assaulting federal officers.

     According to U.S. Attorney David X. Sullivan, Luis Peterson Rohr Ferreira Borges, 24, of Brazil, who was illegally present in Hartford, Connecticut, was charged by federal criminal complaint with one count of Assaulting, Resisting, or Impeding Certain Officers; and one count of Influencing, Impeding, or Retaliating a Federal Official. 

     Ferreira Borges, who has been in custody since his arrest late last month, was ordered to remain detained pending trial.

According To Charging Information Filed In The Complaint

     According to the charging information filed in the criminal complaint, it is alleged that Ferreira Borges, who has a case pending in Connecticut Superior Court stemming from an arrest on September 16, 2023. In that case, Ferreira Borges was charged with assault of public safety, emergency medical, public transit, or health personnel, assault in the third-degree; second-degree breach of peace; and first-degree interfering with an officer, and intimidation based on bigotry or bias. 

     Ferreira Borges was released on the charges pending trial, without notifying Immigration and Customs Enforcement Officials due to the Sanctuary City policies in the City of Hartford. 

     On October 10, 2023, the U.S. Department of Homeland Security issued an arrest warrant for Ferreira Borges, charging him with being present in the United States illegally in violation of the Immigration and Nationality Act; however, the warrant was not enforced by local authorities.

     It is further alleged that on January 28, 2025, Officers with the U.S. Immigration and Customs Enforcement, Enforcement and Removal Operations, located and attempted to arrest Ferreira Borges in the City of Hartford, but he fled in his vehicle. Two Federal Officers pushed themselves off the vehicle to avoid being run over. Ferreira Borges then drove on a sidewalk, narrowly missing a pedestrian, before fleeing the scene.

     It is again alleged that on June 7, 2025, federal law enforcement Officers made another attempt to apprehend Ferreira Borges pursuant to the federal immigration arrest warrant in East Hartford, Connecticut. Ferreira Borges led officers on a long foot pursuit before he was able to enter his vehicle and flee the scene, striking a law enforcement as he fled the area.

Ferreira Borges Bite And Spit On Immigration Officers

     It is further alleged that on June 25, 2025, federal law enforcement Officers apprehended Ferreira Borges in the area of Zion Street in the City of Hartford. During his arrest procedures, Ferreira Borges resisted arrest. After being placed in a government vehicle, he kicked, flailed, and screamed obscenities at the Federal Officers. As the vehicle traveled to the federal building on Main Street in Hartford, Connecticut, Ferreira Borges started to bite one of the Federal Officers who tried to control him and spit on a second officer who was driving the vehicle.

     If convicted at trial, Ferreira Borges faces up to 14 years in federal prison on both charges. Upon completion of any sentence imposed, following a finding of guilt, Ferreira Borges would be immediately removed from the United States and returned to Brazil.
