Ocean County Man Charged With Possessing Child Pornography

TOMS RIVER, NJ.- Last Thursday, following an internet child pornography investigation, a 39-year-old Toms River, New Jersey, man was taken into custody and jailed after being charged with allegedly possessing digital images and video files depicting the sexual exploitation and abuse of children.
According to Ocean County Prosecutor Bradley D. Billhimer, earlier last month, the Ocean County Prosecutor’s Office High Tech Crime Unit received a referral from the New Jersey State Police Internet Crimes Against Children Task Force. The Internet Crimes Against Children Task Force had received a CyberTip from the National Center for Missing and Exploited Children regarding an individual in the Ocean County, New Jersey, area who was uploading child pornography to the internet.
Detectives Identify Thomas As The Individual
During the ensuing investigation, Detectives were able to identify an IP address associated with a Toms River, New Jersey, residence as the location from which the child pornography was being uploaded. Detectives further identified Justin Thomas, 39, of Toms River, New Jersey, as the individual utilizing the IP address to upload digital images and video files of child pornography.
Thomas Arrested And Charged Last Thursday
On Thursday, July 31, 2025, Detectives from the Ocean County Prosecutor’s Office High Tech Crime Unit, the U.S. Department of Homeland Security Investigations, along with members of the Toms River Township Police Department, and the Toms River Township Police Department’s Emergency Services Unit executed a court-authorized warrant at Thomas’ Toms River, New Jersey, home.
During the search, Detectives located and seized a USB flash drive from Thomas’ desk. An initial forensic examination of the flash drive uncovered several items depicting child pornography. Thomas was taken into custody at the Toms River Township Police Department and formally charged with Possession of Child Pornography.
Thomas was processed on the charge and was remanded to the Ocean County Jail. After making his first appearance, Thomas was released on monitoring conditions, pending future court proceedings in Ocean County Superior Court in Toms River, New Jersey.
