Police Charge Man Thursday Morning Southeast, D.C. Shooting

WASHINGTON, DC.- On Thursday, a 44-year-old Washington, D.C., man was taken into custody and jailed after being charged in connection with a shooting that occurred early in the day in Southeast, D.C.
According to D.C. Metropolitan Police Chief Pamela A. Smith, on Thursday, September 4, 2025, shortly after 8:00 a.m., members of the D.C. Metropolitan Police Department’s Sixth District responded to sounds of gunfire on the 1600 Block of 23rd Street in Southeast, D.C.
Investigation Uncovers The Shooting Occurred As A Result Of A Car Accident
Upon arrival, Police Officers found evidence of a shooting crime scene, but were unable to locate an injured victim. During the initial investigation, Responding Police Officers and Detectives determined that following a minor motor vehicle collision involving the suspect, identified as Earl Harris, 44, of Southeast, D.C., and the victim’s vehicles. Harris fired multiple gunshots in the direction of the victim. Detectives further determined that the victim was not struck by any of the gunshots.
Accordingly, based on the Detectives’ investigation, later in the day, Harris was taken into custody and charged pursuant to a DC Superior Court warrant with one count of Assault with Intent to Kill and related Weapons Offenses. Harris was processed on the charges and was remanded to the D.C. Central Detention Facility pending future court proceedings in the Superior Court of the District of Columbia.
