Police Charge Man In Wednesday Night Northeast, D.C. Moped Carjacking

WASHINGTON, DC.- Late Wednesday, a 34-year-old Washington, D.C., man and wanted sex offender, was taken into custody and jailed after being charged with allegedly carjacking a moped in front of an off-duty D.C. Metropolitan Police Officer earlier in the evening in Northeast, D.C.

     According to D.C. Metropolitan Police Chief Pamela A. Smith, on Wednesday, September 3, 2025, shortly after 9:30 p.m., an off-duty Metropolitan Police Officer, while on the 1000 Block of Brentwood Road in Northeast, D.C., observed a man forcibly removing an individual from their moped. The suspect then fled the scene on the victim’s moped.

Police Officers Locate Suspect

     The off-duty Police Officer immediately shared information on the suspect’s direction of flight with Fifth District Police Officers. Multiple Police units saturated the surrounding area and quickly located the suspect riding the moped on the 900 Block of 17th Street in Northeast, D.C., where they conducted a traffic stop and arrested the suspect, identified as Terel Rivers Antwoin, 34, with no known address, who was formally charged with Unarmed Carjacking; Reckless Driving; and Driving With No Permit.

     During his arrest processing, Police Officers uncovered that Antwoin was wanted by the D.C. Metro Transit Police on three active D.C. Superior Court warrants for Lewd, Indecent, or Obscene Acts. Antwoin was additionally charged with two counts of being a Fugitive from Justice stemming from arrest warrants on charges filed in Prince Georgia’s County, Maryland, and Alexandria, Virginia.

     Antwoin was processed on the charges and was remanded to the D.C. Central Detention Facility pending future court proceedings in the Superior Court of the District of Columbia and extradition to Maryland and Virginia.

“The rules of the court require us to include a statement that states: The charges outlined in this publication are merely accusations, and the defendant and or defendants are presumed innocent unless and until proven guilty beyond reasonable doubt.”
