Police Charge Two Men In Tuesday Night Armed Robbery Of A Store

WASHINGTON, DC.- Last Tuesday, a 33-year-old Southeast, D.C., man and a 36-year-old Southwest, D.C., man were taken into custody and jailed after being charged in connection with the robbery of a Southeast, D.C., store that occurred earlier that evening in Southwest, D.C.

     According to D.C. Metropolitan Police Chief Pamela A. Smith, on Tuesday, November 25, 2025, just minutes after 9:30 p.m., members of the D.C. Metropolitan Police Department’s Seventh District responded to a 911 Emergency Call reporting a robbery at a business located on the 3900 Block of South Capitol Street in Southwest, D.C.

     Upon arrival, Police Officers located a victim, an employee of the store, who reported that two men entered the business and began to steal merchandise that the victim observed. One of the men attempted to make a transaction with the victim, but the victim refused and confronted the man about stealing the merchandise. The man then yanked the credit card machine from the counter. 

     The second suspect then pulled out a knife and attempted to force the victim to comply, but the victim refused. The two suspects then stole additional merchandise and ran out of the store.

Police Apprehend Suspects A Short Time Later

     Based on a description provided by the victim, Responding Police Officers located the two suspects a short distance away from the store and arrested both men, identified as Alex Charles Allen, 33, of Southeast, D.C., and Elbert Ducas Shands, 36, of Southwest, D.C.

     Following their arrests, Police Officers formally charged both Allen and Shands with Robbery of an Establishment; Destruction of Property; and Theft. Shands was additionally charged with Assault with a Dangerous Weapon. Shands was additionally charged with Assault with a Dangerous Weapon.Both men were processed on the charges and were remanded to the D.C. Central Detention Facility pending future court proceedings in the Superior Court of the District of Columbia.

“The rules of the court require us to include a statement that states: The charges outlined in this publication are merely accusations, and the defendant and or defendants are presumed innocent unless and until proven guilty beyond reasonable doubt.”
