15-Year Veteran Cpl. Timothy O’Connor Fatally Shot During Traffic Stop In West Caln Township; Suspect Dies By Apparent Suicide

WEST CALN TOWNSHIP, PA.- A Pennsylvania State Police corporal was shot and killed Sunday night while responding to a call involving an erratic driver in Chester County, authorities confirmed, marking a devastating loss for the state’s law enforcement community.

     The fallen trooper, Corporal Timothy O’Connor, a 15-year veteran of the Pennsylvania State Police, was fatally shot during a traffic stop shortly after 8:00 p.m. Sunday in West Caln Township, according to officials.

     Pennsylvania Governor Josh Shapiro, joined by senior law enforcement officials, spoke outside Paoli Hospital late Sunday evening, where O’Connor had been transported following the shooting. Shapiro described the trooper’s death as a profound tragedy and ordered flags across Pennsylvania to be flown at half-staff in O’Connor’s honor.

     “This is a heartbreaking loss,” Shapiro said during remarks outside the hospital. “Corporal O’Connor served the people of Pennsylvania with courage and integrity. Our Commonwealth mourns alongside his family and the entire Pennsylvania State Police.”

Erratic Driver Call Led To Fatal Encounter;

     According to Lt. Colonel George Bivens, Deputy Commissioner of Operations for the Pennsylvania State Police, the incident began when O’Connor responded to reports of an erratic driver in Honey Brook, a rural community in western Chester County, Pennsylvania.

     O’Connor located the vehicle and conducted a traffic stop at the intersection of Compass Road and Michael Road in West Caln Township.

     Bivens said O’Connor radioed dispatch to report the stop, a routine procedure for troopers conducting roadside investigations.

     Moments later, however, communications with the corporal abruptly stopped.

     When dispatchers attempted to reach O’Connor without success, nearby officers were immediately sent to the location to check on his status.

     Investigators now say the confrontation unfolded with devastating speed.

     “Within seconds of approaching the vehicle,” Bivens said, “the driver opened fire, fatally wounding Corporal O’Connor.”

     Authorities say O’Connor died at the scene.

Suspect Dies By Apparent Suicide;

     Investigators believe the gunman then exited the vehicle and shot himself, dying at the scene in what officials are describing as an apparent murder-suicide.

     Law enforcement officials confirmed the suspect is a 32-year-old man from Chester County, though his name has not yet been publicly released pending notification of family members and further investigative steps.

     Authorities are now conducting a comprehensive background investigation to determine the suspect’s possible motive, criminal history, and mental health background, according to Chester County District Attorney Christopher de Barrena-Sarobe, whose office is assisting in the investigation.

     Officials have not indicated whether the suspect had prior interactions with law enforcement or whether any outstanding warrants existed at the time of the incident.

Rapid Law Enforcement Response;

     According to authorities, additional officers responded quickly after O’Connor radioed for assistance when shots were fired.

     When officers arrived, they found both O’Connor and the suspect suffering from gunshot wounds.

     Emergency medical personnel responded, but O’Connor was pronounced dead at the scene. The suspect was also pronounced dead shortly afterward.

Road Closures And Ongoing Investigation;

     As investigators processed the scene overnight, Compass Road remained closed between Hill Road and Lammey Road in West Caln Township, Pennsylvania.

     Crime scene investigators from the Pennsylvania State Police were working to document the location, collect ballistic evidence, and examine the suspect’s vehicle.

     Authorities are also reviewing radio communications, dispatch recordings, and body camera evidence as part of the ongoing investigation.

A Veteran Trooper Remembered;

     Officials described O’Connor as a dedicated public servant who spent more than a decade protecting communities across Pennsylvania.

     He is survived by his wife and young daughter, according to state police officials.

     Lt. Colonel Bivens said the loss is deeply felt throughout the Department.

     “Every member of the Pennsylvania State Police mourns tonight,” Bivens said. “Corporal O’Connor served with honor for 15 years. His sacrifice will never be forgotten.” Governor Shapiro echoed that sentiment, calling O’Connor’s death “a reminder of the risks law enforcement officers take every day to keep our communities safe.”

Rising Dangers For Officers During Traffic Stops;

     Traffic stops remain one of the most unpredictable and dangerous encounters law enforcement officers face.

     According to national law enforcement data, roadside stops frequently escalate into violent confrontations when suspects are armed or experiencing mental distress.

     Investigators emphasized that O’Connor was responding to a routine public safety call when the encounter turned deadly.

     Officials say the investigation remains active and additional information will be released as authorities learn more about the suspect and the circumstances leading up to the shooting.
