An Undocumented Guatemalan Woman Charged In Alabama With Voting Fraud & Passport Fraud

BIRMINGHAM, AL.- U.S. Attorney Prim F. Escalona reported on Thursday, September 5, 2024, that an undocumented Guatemalan woman residing in Alabama has been formally charged in nine-count information filed with the U.S. District Court for the Northern District of Alabama in connection with fraudulently obtaining the identity of a U.S. citizen, and then used that identity to vote in multiple elections and obtain multiple United States passports.
Charges Filed
The nine-count information charges Angelica Maria Francisco, 42, recently of Russellville, Alabama, with Making False Claims of Citizenship for the Purposes of Voting; Making False Statements in an Application for a United States Passport, Using a United States Passport Obtained by False Statements, and Aggravated Identity Theft.
A plea agreement was also filed with the information in U.S. District Court, indicating that Francisco has agreed to plead guilty to all nine charges.
According to the information and the guilty plea filed with the court, Francisco assumed the identity of a United States citizen in or about 2011 and used the false identity to obtain a United States passport in 2011.
Francisco subsequently used the fraudulent passport to travel to and from her native country of Guatemala in 2012, 2015, and 2018. Using the same fraudulent identity, Francisco registered to vote in Alabama in 2016 and then voted in the 2016 and 2020 primary and general elections. In 2021, Francisco used the same false identity to apply for and receive a renewed passport, which she then used to travel to and from Guatemala in 2022.
