Montgomery County Man Pleads Guilty To 2 State Election Fraud Scheme

PHILADELPHIA, PA.- U.S. Attorney Jacqueline C. Romero reported that on Wednesday, September 25, 2024, Philip C. Pulley, 62, of Hunting Valley, Pennsylvania, appeared in U.S. District Court for the Eastern District of Pennsylvania and pleaded guilty before U.S. District Court Judge Mitchell S. Goldberg on charges of Falsely Registering to Vote and Double Voting.

     During Wednesday’s hearing, Judge Goldberg accepted Pulley’s guilty plea and scheduled sentencing for January 9, 2025. At that time, Pulley faces up to five years in federal prison, followed by three years of supervised release, a $250,000 fine, and a $100 special assessment fee.

Pulley Registers Ton Vote In Two States

     According to documents filed with the court, in 2018, Pulley, while registered to vote in Montgomery County, Pennslyvania, also registered to vote in Broward County, Florida.

     Then, in 2020, Pulley, while already registered in Montgomery County and Broward County, registered again to vote in Philadelphia County, Pennsylvania, using a false home address in Philadelphia and a fictitious social security number.

     In the 2022 General Election, which included the election for United States Senator, Pulley voted in Montgomery County, Pennsylvania, and Philadelphia County, Pennsylvania.

     “Ensuring that our elections are free and fair is critical to maintaining the public’s trust in the results,” said U.S. Attorney Romero. “My office and the FBI will continue to enforce the federal laws prohibiting election crimes like Mr. Pulley’s. We will investigate, prosecute, and hold these violators accountable.”
