Glens Falls Man Sentenced To Federal Prison For Child Pornography Offenses

ALBANY, NY.- On Tuesday, October 22, 2024, Norbert Mogan, 54, of Glens Falls, New York, appeared in U.S. District Court for the Northern District of New York and was sentenced by U.S. District Court Judge Anne M. Nardacci to 300 months in federal prison, to be followed by twenty-five years of supervised release for his previously entered guilty pleas of Distribution of Child Pornography; and Possession of Child Pornography.
Morgan, who was on supervised release when he committed these offenses, was also ordered to pay restitution to thirteen identified victims of his crimes and will be required to register as a sex offender.

According to U.S. Attorney Carla B. Freedman and charging documents filed with the court, Morgan, who is a registered sex offender in the State of New York, for his 2006 convictions in the Northern District of New York for sexual exploitation of a minor and possession of child sexual abuse material.
Beginning in February 2023 and lasting through August 2023, following his release from prison on his prior convictions, Morgan created and utilized multiple unauthorized accounts on numerous Internet social media platform applications to download and distribute hundreds of digital images depicting child pornography.
During a subsequent search of Morgan’s Glens Falls apartment, federal investigators seized a tablet that contained thousands of digital images and video files depicting the sexual exploitation and abuse of children.
Earlier this year, Mogan appeared in U.S. District Court and pleaded guilty before Judge Nardacci to the charges of Distribution and Possession of Child Pornography. During his plea allocution, Morgan admitted to violating the terms of his supervised release.
Homeland Security Investigations investigated the case, and Assistant U.S. Attorney Benjamin C. Clark prosecuted it as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the U.S. Department of Justice to combat the growing epidemic of child sexual exploitation and abuse.
